How it's measured
The Paris MoU White, Grey and Black list ranks flags by detention performance over a rolling three-year window, for flags with at least 30 inspections. Limits derive from a 7% target detention rate; the excess factor is the published, normalized score — negative is better than target. We store every figure verbatim and never recompute it; only the detention rate is computed by CRCS.
Each listed registry flies exactly one flag, so its standing is that flag's row. Registries with fewer than 30 inspections in the window aren't rated — that's shown neutrally, never as a poor grade.
