No. Create an account whenever you like — a private individual can register a vessel just as a company can.

Any registry that runs its registrations on EnSign receives your application directly. The directory lists registries as public information — a listing does not mean the registry works on EnSign. Where a flag works by correspondence, apply through its own channels; its contact details are on its listing, and your vessel, documents and expiries stay here either way.

Whatever the registry's checklist asks for. You see its own list rather than a generic one, grouped by when each item is needed.

Registry fees are the registry's own tariff and appear on your file where the registry charges them. What EnSign charges an owner is announced at launch.

The registry. EnSign prepares and proposes; a registrar accepts, asks or declines. No approval, rejection or issuance is ever made by a machine.
